Set up target instructions to be in the same format that is entered in the web portal

The target instructions currently are uploading as a paragraph format regardless of how they are input into the web portal. RBTs have requested that the format match what is in the web portal (list options, bullet options, multiple paragraphs separated by a break, etc.)

    This was a bug in the new Catalyst app that was corrected in version *20230504.4.* Now target instructions should display in the same format as they are in the web portal.
