Stop technicians from allowing them to add behaviors on the app
When the behavior technician clicks "add behavior" in the ABC data collection area, if it is a new behavior, then a new frequency button will appear for them to take data on, even though it was not entered/approved by the clinician. Can we put restrictions on this?

This feature can already be achieved by navigating to the security groups tab under the administration tab and unchecking "behaviors" > "create behaviors".
