Please add back the edit button for the soap notes in the application.

PUBLISH on app does NOT SAVE

PUBLISH on app doesn't do so. DRAFT SAVE does save with a message it did. PUBLISH shows no confirmation AND it does not save anyway, so the computer sys does not show it. NEEDS to be fixed for all app parts not just NOTES
